HI Brenda- it sounds like you may have been looking at the Scott 1000 sheet 24 packs which are 15.99- this is for the Extra soft 24 pk double roll. Or maybe the sign was in the wrong place. hth
Our Target ringed up at 15.99 for the 24 pack, so not that great of a deal for me.
I got a bunch of this tp the last deal that came around, boy do I dislike it! Normally wouldn’t complain, but didn’t find it worth it.

There’s also that Save $5 on $30 savingstar offer which expires today. If you really need to stock up, do this several times in separate orders and you can take advantage of that as well.
