Diana- Same thing happened to me. I purchased the three items and didn’t get a gift card. So I guess the deal isn’t valid in Philadelphia.
i went to my Target today and it only had a sign of I’m new..scanned it for price check but it only gave me the price, didn’t say it was included in the offer..

there were no tags at my store but they did prompt a gift card at the register when you buy 3.I also used some $2 off coupons that came in this past sundays paper.
