My Target had generic LIMIT 4 signs posted by the Pantene & Old Spice. Manager said all Targets got the memo. Also said it was because of the 25% coupon. Anyone else have this problem?

So I just did this at my Target, I was able to get 12 bottles, which I was super excited about. Now the bad part multiple cahiers where telling customers that they are only allowed to give 2 gift cards per item item promotion. If that makes any sense. So in reality I was supposed to get 3 $5 gift cards but the computer only prompted 2. SO weird but I was happy either way.
Did the Oregonian have the Target ad in it? Didn’t see in any of the 5 papers i got. Really want to do this deal but without the Q doesn’t make sense. Thanks
